Well, can't say I'm a pro at lineart, but you can take the pen tool. There are quite a few tutorials on that like:

Or if you have a tablet, you can find the brush size that feels most comfortable for you and set the size to pen pressure and on a new layer zoom REALLY close to the lines to make flawless line art with the brush tool. A good tutorial I think for that is this one -->[link]

put a huge emphasis on lines being clean and shit when they shouldn't because its really constricting and silly

If you get illustrator CS4 there's a big cheaty way to make your lineart! There is a button called "live trace" that will autotrace your outline for you and delete any white! - Only problem is, its kinda touchy if you don't already have a BIG THICK line ready for it or if there's too much gray on the original scan...then there's the cost of the program, but i've been very happy with illustrator. ^_^
